		<description>State is DOING alot of web 2.0-y things. But they are lacking a strategy. It&#039;s not some game where you get points for trying things out. The real question is WHY? Why have a blog without any focus. It&#039;s too noisy. WHY do second life? Cuz its kewl? How does it help state fulfill its mission. &lt;br/&gt;&lt;br/&gt;I imagine that most of the DOS efforts will fall by the wayside. It will be too hard for them to keep it up. Like Just a Govy--it&#039;s alot easier to start a blog than it is to keep it going. It&#039;s easier to build an Island than it is to invest in reasons for people to come to it. It&#039;s easier to &quot;be on&quot; facebook than it is to make it meaningful.&lt;br/&gt;&lt;br/&gt;Yeah, tons of points to State for tryin sht out, but at the end of the day it needs to be connected to the mission of the org.</description>

You&#039;ll also see that I have a link to you here in my blogroll.&lt;br/&gt;&lt;br/&gt;If we&#039;re making a comparison of overall use of Web 2.0 by State versus other agencies, they score very high.  &lt;br/&gt;&lt;br/&gt;If we establish a concrete set of criteria for each tool, then measure them against a common standard, then I think you&#039;re right - they would score a bit lower.  Like youu, I had some immediate concerns about their blog as well.&lt;br/&gt;&lt;br/&gt;Other than EPA, what agencies would you give high marks in terms of their use of Web 2.0 tools?
